What the two series show together

The Ministry of Health budget rose 121% between FY2020 (US$38.0M) and FY2026 (US$83.9M). Over the same period, infant mortality fell from 62 (FY2020) to 54 (FY2024) /1,000 live births; under-5 mortality fell from 82 (FY2020) to 74 (FY2024) /1,000 live births; maternal mortality fell from 970 (FY2020) to 850 (FY2024) /100,000 live births; life expectancy rose from 62.5 (FY2020) to 64.5 (FY2024) years.

Spending rose in 5 of the 4 years carrying both a published budget and a mortality reading, and infant mortality fell in 4 of them. The movement runs in the direction extra funding would predict — but spending rose in every one of those years at a similar pace, so these figures cannot separate the budget's effect from donor programmes, income growth, population change and the lag between funding and services reaching patients.

Health budget: Ministry of Finance & Development Planning national budget allocations for the Ministry of Health. Outcomes: national health records sourced from the Ministry of Health, WHO, UNICEF, the World Bank and LISGIS. FY2026 is a budget allocation rather than an outturn, and no FY2025 allocation is published in the platform's records.
